Being this near Lake Erie and the marshland has a real effect on what we see in Oregon basements. The water table sits high, the ground is flat, and the clay doesn't drain quickly — so a heavy spring rain or a sump pump that picks the wrong week to fail turns into water on a basement floor faster here than it does further inland. The winters do the rest: open, flat terrain means wind-driven snow, and the same ice-dam ceiling leaks the whole region gets in February.
None of that means you can't have a finished basement. It means the bottom of the wall needs to be built as though water will eventually show up, because eventually it does. We hold framing off the concrete, use treated plates where wood meets slab, and leave a detail at the base so a minor event means drying a few inches instead of tearing out a finished room.
